• formalized COMPLETE;
• defined per-action execution outcomes and final executor freshness checks;
• renamed PRESENT_KNOWN to KNOWN;
• defined UNRESOLVED as processing state;
• established specification archival policy.

v0.4 is the Foundation Architecture Baseline. Current architecture lives in the current Master Specification and applicable normative ADRs/standards, not this file.
